It is not waterproof, it is a smudge resistant mixing medium to make pigments more metallic, shift faster and easier to control. It dries very slow so you have more time to complete your look! Please let dry completely. <3
To use, rub a thin layer onto desired area. pack in the pigment, allow to dry completely.
